From Declaration to Implementation: Highlights from the 4th Global High-Level Ministerial Conference on AMR

The 4th Global High-Level Ministerial Conference on AMR  held under the theme “From Declaration to Implementation: Accelerating Actions Through Multisectoral Partnerships for the Containment of AMR”, brought together global leaders, experts, and stakeholders to discuss how to translate the commitments into practical actions.

With a focus on multisectoral collaboration and a One Health approach, the conference emphasized the urgent need to address AMR as a pressing global health, economic, and societal challenge. Key outcomes included the adoption of the Jeddah Commitments, a roadmap for coordinated actions to strengthen governance, improve access to antimicrobials, and foster sustainable financing initiatives.

On Day 1 which was the Non-State Actor Day on the 14th of November, Julian Nyamupachitu, ReAct Africa Deputy Director for Programs and Operations, contributed to pivotal discussions and emphasized ReAct Africa’s dedication to combating AMR in Africa. She was a panelist in a session titled “Containing AMR through Public-Private Partnerships, Raising Awareness & Promoting Action via Patient Groups, Community Leaders & Non-Traditional Influencers” where she highlighted the critical role of community-driven initiatives and multisectoral partnerships in raising awareness and driving behavior change. She stressed the importance of engaging civil society, patient groups, and community leaders to create inclusive, bottom-up approaches that bridge the gap between policymakers, industries, and the public. By sharing best practices from ReAct Africa’s experiences, she reinforced the value of local ownership in achieving sustainable AMR containment strategies.

ReAct Africa also contributed as a panelist for the “Operating Models of the Regional Antimicrobial Access & Logistics Hub” session where Julian shed insights on ensuring equitable access to quality antibiotics, highlighting the role of innovative logistics and stewardship approaches in addressing last-mile delivery challenges, particularly in low- and middle-income countries.

Julian also highlighted the importance of leveraging collaborations and integrating capacity-building initiatives to implement National Action Plans. The conference marked a pivotal moment for advancing global commitments into actionable solutions.

The Second Annual Plenary Assembly of the AMR Multi-Stakeholder Partnership Platform was held on November 16 in Jeddah, Saudi Arabia, alongside the 4th Global High-Level Ministerial Conference on AMR. ReAct was represented by Julian Nyamupachitu, the Deputy Director, Programs and Operations and Anna Sjöblom, the ReAct Europe Director.  This year’s plenary, convened over 140 representatives from governments, civil society, academia, the private sector, financial institutions, and philanthropic organizations under the theme, “Shaping and promoting multi-stakeholder One Health solutions to address AMR by leveraging the outcomes of the UNGA High-Level Meeting and its political declaration on AMR.”

The discussions centered on turning the UNGA Political Declaration on AMR into actionable solutions across six key commitment areas while building on the outcomes of the 4th Ministerial Conference. Key topics included budgeting for NAPS, mobilizing sustainable financing, strengthening global governance structures, ensuring equitable access to antimicrobials, and fostering research, innovation, and capacity building.

Participants also engaged in a “World Café” session, proposing tangible solutions, mapping key stakeholders, and establishing success indicators for the political declaration commitments. The Assembly concluded with a call to action, emphasizing stronger partnerships, resources, and empowering low- and middle-income countries to tackle AMR through a One Health approach.
